When buildings become the top priority for congregations, their transformation is in doubt. It is highly unlikely that successful models of congregational transformation take place by a focus on facilities. Buildings typically become the top priority for congregations by default rather than intentional action.

It happens like this. Congregations build new facilities. They like what they see. Then they do more of it. The challenge is they have long-term maintenance responsibilities for every square foot they construct, or they must shut-down portions of their facilities. Facilities maintenance creep higher and higher as a percentage of the budget of the congregation.
