Wise congregations seeking to transform have a balance of stability in their staffing patterns and flexibility in their staffing patterns. One way to achieve this is to have the right combination of full-time and part-time staff. Full-time staff creates what seems to be a permanent obligation. Part-time staff are more flexible and do not create a permanent obligation.

At the same time these congregations need stability among its staff. Both full-time and part-time staff can have long tenures that help provide this stability and institutional memory. These staff may help enable adaptive change while short-term staff enables tactical change.
