This is when the total amount of square footage is too much for the congregation’s essential space needs, important maintenance of the inside and the outside has been deferred, some of the space is unusable or of limited use, and too much of it may also be outside of the 400-foot ideal distance from a center point of fellowship/gathering.

A common fellowship/gathering area must be no greater than 400 feet away from more than 80 percent of the facilities space used on Sundays/weekends.
